I know there are a million posts that play out this question with mathematical whizbang, but, I'm looking for more practical advice.
I'm a new player and setup some basic skill plans for my toons (2 - one combat, one indy), both that would leave me with about 10-12mil SP and competent dudes. I couldn't think what to plan for past these basics (indy = hulk, refining, mining, production, trade; combat = HACs and BS). I mean, what else do I need? :p I'm sure I'll think of something, but for now, these are reasonable, reachable goals within 10-12 months.
SO - I plug what I need into EVEMON and it spits back my learning suggestions. No more than Level 4 in rank 1 or rank 4 skills...?
So I check the forums. People say to skill up to level 5 in the rank 1s. That's an extra 16-20 days of training! So I start thinking, how much training would I need to do for that to make a difference? Well, I start loading up **** like Titans, Doomsday weapons, capital ship construction, just to get some long skill trains into EVEMON and see when those Level 5 skills would pay off.
One year of training? Nope.
500 days of training? Still just Spatial Reasoning V.
After I finally get in over 600 days of training, I finally have a training built that tells me I should have all Rank 1 Learning skills at level 5.
Thing is... I may not last in EVE that long :P And, it only saved me 15 days ... that's a 2.5% difference in training speed.
Am I crazy thinking this way? My thought is -- F* it! I'd rather get these learning skills cranked out and just start having fun training real stuff that matters. If I end up having a toon who's training is 2.5 - 5.0% slower than one with maxed Rank 1 skills... that's not the end of the world.
Could use some practical advice here :)

do you want to stick around for more than three years, train the advanced skill to 4. Are you bored easily, train the basic skill to 4.

Guess I just wanted to make sure my thinking was correct, and that I didn't miss anything. I think I'll do:
Basic / Advanced learnings to 4 Learning itself to 5
Then start letting it rip ;P

Training Learning from 4 to 5 will take 5 days for me, it will give like a 3-4% boost.... so i'll get 1 day off each 30 days of training and that'll start paying off after 5 months lol |

I have most of my learning now in the lvl 4's for rank 3's and 1's and i plugged in a full set of +4 implants, now the training is going alot quicker |

One thing to keep in mind on your combat char is that you may spend extended periods of time without implants, or cheap +1s & 2s in your head. Having your basics to V helps to mitigate that a little. |

Generally i only train learning when i do not have anything else to train.
If you are learning skills 1-2 days in length, it will not help you much, you may see a few basic hours of gain by spending a few hours training Learning skills from 3-4 or 4-5.
When you start training skills like capital ships, battleships, and their advanced support skills it takes 30+ days to train a skill! This means that if you even save 5% of that by training learning skills you save 3 WHOLE days!
Short answer. If you are playing for a specific purpose (i.e. a Marauder or Titan / heavier T2 ships) you may want to invest. Otherwise, No. Train basics to 2 or 3 and let it rip.
