Depends which ones your after..
Best ones i know of are CU Vapor particle Bore lasers.
60 second duration
49 Ore units collected per duration
12400M Range
same CPU and Power required as a miner 1

I've pulled several CU Vapor Particle Bores (the good ones) off of Serpentis Chief Sentinals and Serpentis Drug Barons. I'm sure other cruiser-level pirates have them too.
Oh, I've probably pulled one off a Serpentis Soldier (high-level frigate) but that's very rare.

ive had upto now 3 x ones uh they say 56. somthing when i have then installed
pretty good
looted of 30k bountys
hmm wonders if he will find anything better of these 50k jugs

Ive pulled Cu-Vapors off other 30k+ bounty cruisers also. Watch out for those Webifiers :D

Drug Barons drop CU Vapor Borers, as replied earlier. These are 40k cruiser pirates commmonly found in the Fountain Region.
You can easily solo these with a cruiser, mwd and some nice long range weaponry. My preference is projectile 650mm artillery which can be bought off player factories or made with the bp. The 425mm Scout Artillery, is a dropped better version.
I personally havent seen any drop from Chief Sentinels, just the Drug Barons.

It's VERY rare from the Chief Sentinals (and I've only once picked one up off a Soldier).
Oh, and last I checked, I thought Drug Barons were 30k pirates?

funny thing this morning i warped into a roid field and bounced of a jug and spat me tea out next minute i know im warp jammed and web thing jesus glad i got mwd yehaa

Well..to spoil all the fun. I might be one of those that have looted most Cu Vapors ingame sofar ;)
Frist to classify Serpentis Cruisers:
Chief Sentinels (Exeq. cruiser) 20K Bounty
Drug Barons (Celestis cruiser) 30K Bounty
Chief Defenders (Vexor cruiser) 40K Bounty
Chief Frotectors (Thorax cruiser) 50K Bounty
The Soldiers and protectors in Tristan frigates do NOT drop Cu Vapors. I killed maybe 5000 of them now since the escort Barons and Chief Sentinels.
The one dropping Cu Vapors mostly are the Chief Sentinels. Else barons seem to drop a rare one here and there. Barons also drop 250mm and dual 150mm compressed coils.

The Sancha pirates in Stain give the XeCl drilling laser. I think it has a bit better stats that the CU. Great to use on all the bistot and ark out there.

Angel Cruisers I only know:
Marauder (40k)
Depredator (20K)
Deps supposedly drop Dual Diodes but I have killed over 80 so its not too common. Also, if I recall they are just barely above miner 1 so alot better out there.
Marauders I have gotten none nor have I heard of a miner from them.
I think Angel Corp pirates aren't much for miners :( which is a pain for the Mins with easy access to them and who don't like going to far from their regions.

If you want decent cargo expanders to go with your CU Vapours, try shooting Blood Followers near the jumpgates at Zoohen. I find they usually drop them if you kill them as soon as they spawn.
The expanders they drop are "Alpha Mod Hull Expanders" - 21.9% cargo size increase with a 11m/s drop in max speed and a small decrease in hull strength.

CU Vapours are pretty easy to get. I don't think anyone would give out info on system location because it would be overun. My corp has over 2 dozen CU Vapours, I have 5 myself. They give an 19.6% mining amount bonus over Miner1's. The system where we continuously get them is a 0.1 system. The pirates there are pretty weak, usually in Execurors, Celestis and Tristans.
Oh, BTW, the XeCl Drilling Beams are NOT better the CU Vapours. I gave 2 away after I got some CU's. The have 18.8% mining bonus compared to 19.6% of the CU Vapour's.

There is a way to find all these great drops in game without asking anyone. Of course if you can't figure it out for yourself yet, then you need to learn the game more. :)

My corp can confirm that CU Vapors drop off of some of the Serpentis cruiser pirates. (Chief Sents and Drug Barons). Depends somewhat on the belt/exact spawn makeup (Haven't bothered to analyze the pattern yet, others have.), but if you keep moving from belt to belt and system to system, you should have no problem getting some bores and other nice loot.
Have yet to find any 40k or 50k pirates tho.
