for soloing, ishtar or sacrilege
for roaming gangs, zealot, vagabond, deimos, cerb are all great. ishtar can be good as well but it requires a more specialized fitting.
for large fleets, eagle, cerb, zealot, muninn
zealot right now is arguably the best overall because of the excellent tracking of lasers and the fact that it can be fitted either as a sniper or close/medium range gank, while having good mobility.
cerb is also great because the missile nerf didnt hit it as badly as it hit other missile ships, making it possibly the best missile platform in the game now.
ishtar is a wild card because it can be fitted a number of different ways. it can be used as a neut platform, a pseudo-logistics ship, a sniper, or anything else, all while packing excellent DPS on top of that.
vagabond is just as deadly as it ever was, though it now has something additional to fear: anyone who might be packing a short-range scram. a lone suicide tackler can mean the end for a vaga.
deimos is in a sad state right though because the global gameplay changes implemented last patch (speed nerf, web nerf, overall tracking nerf to all guns) hit it particularly hard. if youre not flying in a gang with a rapier/huginn attached to you at the hip, youre just a waste of space. though the MWD changes gave the deimos an interesting side effect; increased cap over base cap when fitting a t2 MWD.
sacrilege can no longer be nano fitted but it sports a beastly tank and can actually tank the DPS of most of the other HACs in the game, for as long as it has cap boosters anyway.
eagle and munnin's roles are anti-support snipers in large fleets, and theyre both pretty damn good at it, though the eagle is better due to its superior range. some people try to fit them with short range weapons, turning the muninn into an AC platform and the eagle into a wannabe Deimos. the muninn pulls this off fairly well, but the eagle does not. |

The missile boost benefited the Cerberus immensely. The virtual removal of the ability to speed-tank missiles with a MWD, combined with the slowing of all ships, has made the Cerb's range advantage far more meaningful, and allowed it to defend that advantage by now being able to damage a cruiser MWDing at it. And no interceptor can escape from the AMLs now.

The best overall I would have to give to the Zealot. It seems to have everything. Plus it can now instantly change ammo, is not much slower then the fastest hac, and the MWD now takes less juice giving the ship more cap. Another good one I have been seeing is the Ishtar with Sentries as it can dish out quite a bit of damage.
Sniping HACs in general have improved considerably as ships are slower so you can track them and it takes a twice as long to reach and tackle them.
The Vaga has fallen from its throne. The worst DPS, the worst tank, and it is barely 1.5km/s faster then other HACs. Takes twice a long to get out of EW/Gun range and you can forget tackling the Falcon 150km out. |

I would call zealot the best "overall" but "overall" doesn't mean much in a fight. As others have said, certain HACs are better/excellent at certain things. |
