If you are fighting Serpentis I suggest 8x Ogre because they do thermal and that is what Serpentis is least resistant to. Their shield to 19% resist to it and the armor got 37% across the board. At least for the "standard" ones. -------------------------

I suggest you try and fight NPC's at a distance. Ushally I use rails and a MWD, I simply head towards a planet or somthing that I can warp to. If the rats get close hit the MWD and get out of there range. Doing this you can stay out of range and keep them at your optimal. Mind you it isn't really all that much fun. You will never fear for your ship and battles can take a while. But it can be a good way to make money. And get some decent loot.

Dual afterburners gives you the speed to choose the range of engagement, and 5 pds provide power to run them almost indefinitely, and to run the shield booster a long long time. Recharging cap between fights doesn't take much time with this setup.

Buy yourself a dual 150 (which has a 160 round capacity), pop it in the slot, put it offline, and fill it up with your primary ammo, then keep one round of a differnt kind of ammo so that you can hotswap in during those not-so-rare emergencies where you didn't quite pack enough ammo.

HI SLOTS 5x 250mm with tungsten ammos ( 40-52 km range )
MED SLOTS 1x MWD, 1 small Shield booster, 1 cap recharger ( cannot fit a medium booster cause i'l lack of 8 power )
LOW SLOTS 1x tech 2 dammage mod, 4x power unit ( +10% powercore)
Small booster is not a problem because i'm NEVER BEEN HITTED BY 1 SHOT. What i do is this:
1) Warp 60 km away 2) lock as many npc's u can ( i can lock 5 .. it depends on your skills) 3) set "keep distance" when u are at 50 km far from the biggest one, 4) kill fighters before they reach u 5) check distance from NPC cruiser, cause some have a MWD so activate your MWD if u are going under 30km ( not in autorepeate mode) 6) kill cruiser 7) grab all loot 
This way only thing can kill u is boredom.
Some hints: 4x 250mm are not enough to kill a 100k pirate with tungsten ammo ( they repair faster as u deal dammage). If u will use only 4 turrets u need to use at least lead ammo but this way u can be into fire range.
Iridium ammo have enough range to keep u in safe and deal more dammage, but u need to pay more attention cause u must be at 40km far and u are near on npc fire range ( expecially pay attention on heavy missiles).
Newer used 1 drone but bring it anyway with u for emergency. [;)]
p.s) I have 5 engineering, electronics and weapon upgrades, dunno if is viable with lower skills.
p.p.s) DO'NT TRY TO USE AB'S as someone suggested cause guristas eraser top speed is 1000m/s and 2 ab are not enough to keep distance. If u do that u must change strategy. ( blasters, drones and good tanking)

As an alternative, suprise yourself. Pull off all the hybrid weapons, equip a full set of lasers - Focused Medium Beams fit, and keep a variety of crystals on hand to swap on the fly - the long range crystals do more (or only) EM damage, at the shorter range end of the spectrum you get a decent amount of thermal.
I switched to lasers during the height of the tracking nerfs and was so pleased at being able to hit stuff that I just havnt even tried rails recently. Because I do think that ship bonuses are not to be ignored, Im training Amarr cruiser so I can fly a laser config native, but I think its damned silly that lasers do better on gallente ships than rails.

IMHO is a bad idea because:
1) this mean loose to at least 15% cos u need to have gallente cruiser 3 to fly a thorax ( i have gallente cruiser 4 , so for me is 20% dammage ).
2) this mean also fitting weapons with bigger powercore requirement ( that u do'nt have.. it's already very hard to fit 5x 250mm ) and with lesser CPU requirement, so u will have lot of CPU unused but you will be lack of powercore.
3) laser suck more cap but u cannot fit cap rechargers cos u need low slots to increase your powercore.
4) u need to use radio crystals to keep long distance but it destroy shields but almost make not dammage on armour/hull. so killing a 100k pirate will dure 1 hour.
Use a maller if u will use lasers ....

Never user dual 150mm because i think cannot give u good dammage and cannot give u enough optimal range to keep you safe. U should try 250mm with iridium/tunghsten ammo and be over 40km distance ( use keep at range option ) for a safelly hunt.
For good fitting u must chose between blasters (for dammage) and 250mm's (for range). Dual 150mm are simply a "low end guns". A choise if u cannot fit nothing better.
About maller, i'm not sure it's better than thorax cos i saw many guys telling that it have too too litle powercore, but i have never used one.
Give us some feedback when u tried .it
