Should I just buy it off the market or can I do research missions to get one?

Buying would allow you to get it before you die of old age.
Lotsa Diffrent BPS + Lottery system = small chance methinks.

Normal agents only gives out bpc's. 1 run's.
(and an awfull lot of worthless tech1 bpo's as civ shield boosters etc :p)
R&D agents only give out tech2 bpo's.
Tech1 blueprints can be found on the market.

remember you also need to reserch ME and should reserch PE. so consider putting a post in market. it will cost you a little more at the beggining, but you wont have to wait 1 month+ b4 you can earn some scrach off that peice of blue paper.

Buy it off the market, agent missions will not drop them.
On a side note. DO NOT waste your time with PE. Curently PE research will only save 5 seconds max. And it takes as long to reserch as ME, it is sorrta usfull for pumping out ammo ASAP but for a 5 hour build item like a cruiser utteraly worthless
