IIRC, they did it with all the cents that were rounded down and siphoned off anything less than 1 cent.

Its a fee US credit cards invented to squeeze moar money out of us.
They amended all credit card agreements a couple years ago raising interest rates and adding all kind of bend-over fees.
I rejected the amendment to the card I was using and they closed it last month. Switched to my debit card and got pwnd after CCP charged it.
There are some banks that will waive/refund these charges. I am switching to one.
EDIT: On the other hand, CCP could install a charge center in their Atlanta offices for US credit cards.
