Modules activate but do not "activate". No glowing green light and no way to deactivate them.
Has happened on a covert ops II cloak on my account, a cyno generator on a friend's account (and since the module didnt activate but the cyno went up, the gang couldnt jump to him since his ship didn't think it had activated; although the fuel vanished and a cyno was there in space.. we just couldn't use it and he couldnt dock at the station as it said his cyno field was active., even tho the module wasnt glowing). Happened again after a relog.

I have bug reported it. I was posting to let people know; it's not nice to drop a cyno and have it screw up the fleet; it can cost a lot of ships and isk if it happens in the middle of a fleet fight.
