I agree and disagree.
I think it should be no using jumpgates / no entering stations if you are targeted.
Warping in PvP is there for a reason, that reason being you have to warp JAM them before they can do it.
However if you have someone targeted at a gate or near a station, they should be unable to enter a station or use a warp gate for 30 seconds or so after being targeted, unless the target lock is broken.
Or something to that effect.

so all you need is a scorp sitting at 200k with 8 sensor boosters, and you can insta-warpjam anyone who comes in? then we could expand on this and make it if you're targeted you are 100% webbed, and target jammed too. we could even make it so targeting instaganks people to save you all of the trouble of actually trying to kill them
