Okay ive been flying these ships for a while before patch and now the patch is here im smacking my head against the table to find a setup.
Let me illustrate, Prior to the patch we all flew the Nano rapier, pushign in excess of 3.5kms, Currently nano rapiers push 2.2kms with out the aid of expensive inplants. Even with inplants and co the nano option does not produce a ship with a decent speed to signature radius ratio required to be an active pvp role. Instead we have a massive ALPHA me now magnet.
Alternatives - Well when i first started, i flew damp rapiers, due to changes in damps and scripts this setup is as far as i know unviable. Damping a raven to 30km lock range is fine if i didn't have to sit at 24km.
- Shield tank rapiers, well intresting but even if i rip off the 2nd web and mwd 4 slots leaves alot to be desired in tank, when ive defintly got to dedicate one to cap booster. So ive got a low tank with less webs, which now have less strenght!!
- Armour tank - 4 lows and a huge Kin/Exp hole leaves alot to be desired, so i gave up here, admitly i get free meds but i can't find a setup that i like. The rapier has base only 300 more armour HP than an enyo, with lower res and more signature radius i require a plate to get any decent tank on. This leaves room for 1 rep and 2 hardners. Not great, leaves a pretty poor tank.
So after lots of thinking ive got the following.
3*425mm auto II Covert Ops cloak
2*Statis Web II 1*Warp Disruptor II 2*Large Shield Extender II 1*Target Painter II
4*Shield Power Relay II
2*Core Def Field Purgers
Leaves me with a low 300 Dps tank meaning this setup is gang use only preferably with ewar or logistic protection. But tbh if i bought a hugin to the same job id have more dps, better res and no lock time loss.
So in summary, has anybody got a decent setup for this ship post the patch. Cause i can't think of one.

um, welcome to being minmatar. Its called a buffer tank. You had it before, you have it now. I don't really see whats changed as far as that goes.

You seem to think the Rapier is some kind of tackler. It's a specialized painter and a tackler defense ship, a warp disruptor has no place on it. You don't fit one on a Falcon either right?

I think hes using it to solo.
If you think corp is different than a guild or clan you have some insecurity issues.

Also the rapier is better off with artillery, remember you'll be at 16-20km distance, arty outdamages AC there.

I fly in small gang or solo. My set-up is as follows:
Highs - 3 650 arty 2s, 1 covert-ops cloak
Mids - MWD 2, 2x webber 2s, warp disruptor 2, LSE 2, last mid either target painter or SeBo 2 with lock script -- group the former, solo the latter.
Lows: gyro 2, 2x overdrives 2, PDU 2
Rigs: polycarb and burst aerator
Rapier is papper thin so distance control is key -- 17-24 km out. I get 2041 m/s with MWD on and 309 m/s cloaked. There are too many holes to plug to even try to tank. The real key is selecting your prey carefully.

OP: How do you expect to run your Webs, Disruptor and TP with the cap recharge four SPR II's gives you? Good luck.
I flew a nano Huginn pre-patch, never had a use for the Rapier unless doing gang support or flying with a Falcon to keep all of the damage off of me. What is funny is that a Huginn with no mods but a MWD is actually faster than a Rapier now
Your best bet is to put as much buffer as possible, 2x LSE II's and Extender rigs/Resist Rigs while still keeping enough cap recharge... blah.
I've gone and unfit my minmatar recons until I find a fit that works outside of a gang situation ------------

I'd not speed fit it, and definitely not fit polycarbs, doesnt work anymore.
1.5km/s is enough with double webs, not worth wasting 2 lows and a rig slot on just 500m/s extra, and you got the cloak for survivability anyways.
Using 2x LSE, lows and rig slots for tank you get pretty decent results, works solo, in gang and under sentry fire.

1 OD/1 I-stab/1 Gyro/1 PDU

For solo work you might want to try the following:
2*650 T2, 1* heavy missle, 1*covert ops cloak t2 mwd, 2*t2 web, warp dispruter t2, painter t2, sensor booster t2 kinetic, thermal, explosive t2 active hardners and 800MM plate 2 poly rigs
Without the sensor booster you'll struggle to tackle much before it warps, and given the sig changes it's worth considering dropping the passive shield buffer. Painters are also somewhat useful now.

People also need to think that now a t2 invul might be better than a LSE II. Why? Because now signature radius have a much larger role on the damage you take.

My concern with this topic is that, ccp debuffed the minny recons in favour of bringing them into line wih the arazu and falcon as ewar fleet platforms. Yes i can solo small targets, but a rupture would be a much cheaper option and more effective.
My concern is that even with the abillity to warp cloaked, i find no use for this ship over my hugin. I dn't have the ewar jam abaility of a falcon or arazu, to want to sit far out from my fleet. So hugin is better in a fleet. If i wanted to tackle and hold something, a hyena would stand a much better chance of surving and holding the target. So what tactic or setup does my rapier now benifit to, that makes it cost effective to own.

the damp-rapier is most certainly NOT dead.
cov/ops cloak 3 650 ii 3 phased muon with range script web ii mwd ii disruptor 3 gyro ii suitcase ii signal inversion rigs
3 damps with good skills - not maxed yet - will damp a 130km raven to under 16km's

Hmm, I could say that about the huginn, why should I use the non-cloaky variant if it only gets a ridiculously small amount of extra (real) dps?
With 90% webs it used to murder anything small quickly, but with the changes I dont see a reason to not use the rapier.
Also the rapier tanks better than the huginn.
Also it is so much better for solo since people dont dock instantly like they do when they see the huginn on scan.
Edit: both could use a buff to their web strength tho, as the performance in their primary role (killing frigate sized stuff) is rather bad right now, 75% would be reasonable.
