That aside you have to understand that your idea is a bad one. You actually mention in one post that you want isk with no risk (that's paraphrasing) and that's not what eve is about. I've lost implants in podding, lost training time for being in the wrong clone for a week (idiot) and all sorts of things. Implants are specific to the clone you're in and shouldn't ever change. I do quite like the genetic modification idea though but that should be horribly hard to get and very very expensive.

It would be free ISK if I could guarantee a steady supply of +5s wherever I go in 0.0. But I mainly want my learning speed to be protected.
Then you're missing the entire point. If you want a steady supply of +5s in 0.0, put them there. The only reason they aren't there is because someone hasn't done it yet.

Over the 4 years I have been playing I have spent untold billions on both medical clones and implants.

Because they wouldn't be implants, they would become some kind of transdimensional augmentation that transcend the normal rules of space and time, even more than the science of EvE does already.

As long as it protects learning speed from podding and pirate implants I don't care too much.
The day that implants are protected from the effects of podkilling is the day that they become worthless on the market, 0.0 becomes counterstrike in space and not EvE. Implants are something you choose to have or not to have, as with everything in eve it's risk vs reward, also 24h between clone jumps is fine. If I want to go pvping in a situation that I risk pod-death then I jump out of the +5 clone and go have fun. If I die then so be it, all i lose is the medical clone and I jump back into the +5 clone the following day... Or don't depending on what I'm doing. In the end I'll probably only lose a day of training time all told, if I'm going to spend a lot of time in risky situations then +4s are fine and not that expensive to replace so I don't see the problem with using them.
Also, last time I got podded I had a full set of +4s, a couple of hardwirings and my clone holds 71mil sp. I can't tell you the isk involved at the moment because until my new mobo arrives I'm eveless.
Why not go supply 0.0 regions with +5s and see if people start using them?

Players should NOT be able to build implants. These should be obtainable using the currently available methods only.
