Not in the sticky, there are no POS fuel calcs in that sticky, but there are several out there.
Eve-Meep (hardly worthwhile), Excell Spreadsheet (very easy to set up a fuel calc), and a couple that are even usable on the in-game-browser but... ahh, since Empyrian Age wiped my bookmarks I've lost them all.

Its what most of us use to find the fuel needed and then go out and buy or order the needed fuel.

I was just about to link that. He tells the truth though - tremendous tool. Don't run a POS without it.
By the way, I should point out for the OP's benefit: it takes a long time to "break even" on the fuel cost savings from using a faction tower. You may want to look at those numbers before building or running such a tower, and consider whether it is worthwhile for your operation in particular. (Resale is always something to consider, but also consider that faction tower BPCs are falling in price as well.)
