From what I can tell using a warp scrambler or stasis webifier is not considered a hostile action. So basicly this means someone can completely lock down a target preventing them from moving or warping out and yet they cannot attack back in defense or they take a hit and concord is after them. Just doesn't quite seem right..
Shouldn't the use of a warp jammer and such be considered a hostile act just like firing upon a ship?

Shintai and I nearly fired on each other when he jammed some of my corp members thinking they were trying to steal his cargo.
Luckily we are both level-headed and sorted it out quickly. :)
Out in 0.0 sec space it doesn't matter if they made you take a sec hit.
Personally I don't think they should, for the same reason that Shintai was using one: in high-sec systems they prevent people from getting away after stealing from your cargo containers. ------------- My salsa makes all the pretty girls want to dance and take off their underpants. I <3 ( . Y . ) |

I agree with Ronyo.
Right now there is little else to do against a container thief...except irritate them enough with web stasis/warp scrambling to make them leave. Look at it this way, make web stasis and warp scrambling impossible and the "real" pirates wont even bother with it anymore, just blow you up on first contact and loot whatever they can. The S.O.P of these types of pirates is to web stasis/warp scramble you and scan your cargo, THEN negotiate your safe release. If they dont have much time to do these last two steps, they wont bother with the first two. Not only that, but all this extra equipment they carry takes up module slots...think aboutit...think about it carefully.
If you are going to bring up pirate ops which don't even bother to scan your cargo or negotiate, they just scramble/stasis then shoot. Would it even matter in these cases? I think not. You'll still be dead before the police arrive.

Here here. It is possible to escape the web/scramble if you're quick and properly equipped. I'm in support of just about anything that makes it easier for pirates to do their 'job' without having to destroy ships.
Though perhaps it should cause a small sec/faction hit each time it's down, without summoning police. Similar to the sec hit you (supposedly) take from firing on a cargo container belonging to someone else. Just to keep it from being *too* easy for high-sec pirates to function. There needs to be some penalty for them, after all.
And I'll admit, I don't want to lose the only thing that lets me punish container thieves. :)

In my setup I can keep people stranded at 30m/s for days and killing others in the meantime. It doesnt really use that much energy. Using both scambler and stasis field.
