When that guy posted, people ran away screaming.
Some even poked out their own eyes. (OK so that's not true, but it could be.)

The only thing which is screwed right now is the ultra-consent PvP in EVE (hence no PvP at all) and some nasty bugs.

If I were to answer the question honestly, the answer would be pretty predictable. A pirate, exactly who depending on where you live...it's difficult to nail down exactly who is most feared, but Tank CEO is as good guess as any (there's this rumour that he has the greatest amount of podkills...). No matter what you think of him, he's probably it.
Times was it used to be Lord Zap (lasted for a while, back when piracy was still fairly mythical) or maybe j0rt.
And even though alliances may be the most feared entities of the game (and I do consider RKK/Evol/m0o an alliance), pirates in local is still most likely to raise the hairs on the back of your neck.
Even if you are a pirate yourself.

Judging from the reactions of his enemies as well as his friends in previous threads, it seems dalman is currently the most fearsome solo pilot in the game. Apparently his loadout helps a lot, although that's all 2nd hand.
