I think you're suffering from the same problem like NightmareX.
You need to get someone to properly setup your machine (since you obviously can't do it, much like NightmareX can't boot his computer without help).
Or install Linux (CentOS for best results).

CentOS would solve all of your problems.

Lag is not because of your computer fool.
I know alot more than you about computers though, because i'm not the funny bunny cool l33t kid who recommend Linux over Windows when it's about gaming.
