Is it worth the time maxing out all the learning skills and then get implants to increase the speed of skill training?

It depends on a lot of factors. Sometimes maxing out learning skills to adv5 is worth it in a matter of months. Sometimes it takes years.
If you have maxed out your current professions skills then you could end up with more useful skill points by training adv5 learning ready for T3 then spending next year training T3.
If your a new pilot there are lots of ways to go. I like to stagger the learning skills, get a very usefull skill, then a level of a learning skill, then a another skill. Another option is to get a group of core skills then spend months maxing out learning skills.

Not if you do it in that order. If you are going to max all that, get implants first
Pottsey likes to look at things in a way pretty much noone else does. Using traditional methods of calculating 'payoff', you will have to play for over three (3) years for all the learning skills to V to pay off. It's up to you to decide if that's worth it.
As Pottsey has said, training all the learning skills at once is probably not a good idea if you're new - getting the learning skills helps you in the long run, but getting more practical skills will help you now.
