your question is a bit vauge, but here is a good place to start.
As a short brief, you find them in radar sites or on the market. The improve the quality of the BPC's during invention runs. As for how to use them i suggest looking at ISK, the guide v3 or the plethora of material on invention.

You can find them at exploration sites that you can scan down or you can purchase them on the market.
To use them, you put them in the same hangar as your BPC, Datacores and Interface. Select Invention on the blueprint and when the window comes up, if you have the right type of decryptor in the hangar, you will be able to select it to use it.
Once used the bonuses for that decrryptor apply to your blueprint copy and if successful you are awarded accordingly. Fight them until turmoil is no more and strike terror into their hearts. |

You may want to think about whether or not to use them. Study the information available until you understand how they work, then look at the costs involved for what YOU are doing.

Personally, I'd only recommend using decryptors on some ships and rig BPOs. I also rarely use meta 4 items, except for a very few select modules where the meta 4 sells dirt cheap.
They can add significantly to the invention cost, so you have to do the math ahead of time to determine if using them is worth the cost.
