These two BPO have to be the hardest to find for a normal BPO...any hints on finding them?

Is this a hard question? I mean do they exist out their? or this a BPO that is being held only by certain corps? or is it give out by R and D agents? or is it a combination of the all of those or some?

I am pretty sure the mobile warp disruptors are only given by research and development agents. As for them I only know of the Small and Medium being in the general population.
The Cargo Expander I is another story. I can't answer that one for you.

The Mobile distruptors BPOs are given out by research agents and the Cargo Expander I BPO was given out that way too.

Expander I was given out as the first R&D reward. There are 3 copies that I know of. One was initially owned by X-factor. One is owned by Galactic Manufacturing Corp. The third was being brokered through an alt that I never found out who the origional was, and might be the X-Factor BP sold. There may be more, but those are the three that actually produced and sold them in any quantity.
You can obtain copies or stock from Kendrick of Galactic Manufacturing Corp.
