There are too many INT/MEM skills, meaning that maxing out an INT/MEM character in his specialities take a lot longer than a comparable PER/CHA/WIL character.
I suggest that we break down CHA/WIL/PER skills into a larger number of skills. For example,
How about a RELOAD skill, that reduces the time to RELOAD hybrid guns.
HIGH POWER OPTICS could be added as a requirement for using more powerful laser lenses.

I would kill a thousand exploiters for a skill that would reduce my reload times... 1 second per level... god I would love it!

It should be a very expensive skill, at least 5x multiplier, because people are complaining that INT/MEM such more skill points than WIL/PER. Needs to be balanced out by some UBER expensive WIL/PER skills, or maybe increasing the skill multiplier of some current WIL/PER skills.
Perhaps that will give justificaton to putting base attribute points in WIL/PER

Not true, for combat you need high engineering/electronics.
Would be cool if the advanced learning skills used perc/willpower. But it wont happen --
