What is the absolute fastest sub-warp setup I could make for a "racing" ship? (Quantum Rise factored of course) The ship would need to be a cloakable ship and doesn't need any weapons, webbers, cargo space, repairers, etc. It's ONLY goal is to win a race where warping is not allowed (and stay cloaked to prevent from being blasted into bits).

Hound w/ faction overdrives and an Improved Cloak I think. Also rigs.

only using t2 items and t1 rigs:
HOUND:
t2 cloak, 3x t2 overdive, 2x t1 aux trusters
666 m/s before implants and gang bonus
CHEETAH:
t2 cloak, 3x t2 overdrive, 2x t1 aux trusters
654 m/s
eft setup hound:
estamel cloak, 3x domi overdrive, 2x t2 aux thruster
884 m/s

Get Cov Ops to 5, Get the cloak with least speed reduction, get fastest stealth bomber, use EFT to find highest cloaked speed, then fit the fastest MWD on it. (all the same now though right?) And voila!
align to something, click the mwd, then cloak! You'll get some high speeds that way, even if for a short period.

Faction OD's don't give more speed, just more cargo now.
So OD's and faction cloak with t2 rigs.

Depending upon how many turns are required for the race, I'd wager that low friction nozzle joints or polycarbs would have offer a better ruturn than the aux thrusters that offer 20 odd m/s extra speed.

Yeah, go in a cheetah. Make a bookmark of the item you're supposed to be moving toward. Warp away, and warp back to that point. Works if the thing is bookmarkable, such as a station.

im sure i read somewhere that people can get black ops ships upto like 1km/s cloaked, but im guessing that was before the patch
