Most, including myself, avoid looking at contracts, especially in empire space. Why? I would assert 90% of all contracts in empire space and market hubs are scams-- on one level or the next.
Now I don't really have an issue with the general idea of scamming nor am asking for people to be banned for the practice. If you fail a courier contract, you get your 'rating' lowered. Why then should people not be able to rate the contract maker for auctions/item exchanges?
My suggestion is to add a rating system to contractors. Also, I think they should make the 'Contracting' skill not available to trial accounts.
Scamming will still happen, and be allowed in the mechanics of the game, but there *should* be a repercussions for known scammers just as there is for known pirates. It should also increase the general level of confidence people have lost in contracts.

Features and Ideas tbh, but it wouldn't take long for people to abuse it by giving respectable merchants bad raps. (goonswarm anyone?)

Good idea, but characters can be recycled easily, so I am not sure if it would have any significant effect. Besides, it is easy to spot scam contract, all you need is reading skills (which I would guess everyone has). Why not look on the contract itself instead of looking on some rating? All you need to do is read the contract carefully before you accept. Then no one can ever scam you.
BTW scam is hardly 90% of all contracts, not even close to that. Scam contracts sit there for 14 days, often unclaimed, only God (CCP) knows how many legit contracts are issued and completed on same item within that time... I guess you were just unlucky and viewed some scam-loved item like CNR...

I thought trial accounts were already prevented from making contracts?
If you don't already do this, you might want to try (i) setting a minimum price of 1 ISK and (ii) using the "simple" view when looking at contracts. These steps will help to improve your signal:noise ratio when looking at contracts.

it would be hard to abuse if only the person who won the contract rated it. if nothing else, it would allow *some* type of recourse against scammers. As I said in the OP, scamming *is* just a mechanic of the game, but unlike pirating and eventually getting a negative security status, there is no downside to scamming hence why there is so much of it.

if you had both a positive and negative rating it would make sense.
sure you can recylce a character, but it will have a contractor rating of 0, not +10 or whatever.
also, people would be less likely to fall for scams if they came up red and blinky :P
i think contracts are fine as is (cept freeforms) but this would be quite a good idea if CCP were looking to reduce scamming.
