In low sec and 0.0 arethere station's where you can buy thing's on the market and get your ship repaired and thing's like that, or do you have to come back to high sec?.....Thank's in advance for your help

Yes, although they are fewer and far between. Most stations tend to be POS's and as such locked to other people not of that corp/alliance.
Also they dont have the range of equipment for sale - skillbooks are one thing that is lacking. So people wanting skillbooks usually add them to a corp "I want" list and when a jump freighter goes back to highsec with a load of ores/minerals/etc they pick up things that the corp wants to take back....

Low sec has significantly more stations than 0.0, though not all offer those services.
In 0.0, ther are two types of station; NPC and Player-built Outposts.
The former you can dock at, talk to Pirate NPC agents and use the facilities. The latter, you need docking access given to you via standings (if the owner has it locked). Sometimes you get lucky and there's free-port stations.

All the outposts in Providence are freeports (no blue standings required/neutrals are allowed to dock at any time).
There is a dockingfee tho, albeit not very steep.
We do shut people/corps/alliances that has pirated/NBSI out of our outposts tho.

NPC 0.0 and lowsec markets tend to be more patchy than those in highsec, simply because of the greater danger in moving large quantities of goods around. Its not uncommon to find the item you're looking for is only available in an outpost 15 jumps away, or is not available in your region at all, or is on the market at 10 times the jita price.
Player owned 0.0 is slightly different because unless you are friendly to the people who own the station they won't let you dock in the first place, and most will shoot you on sight when you appear in system. Some alliances have internal programs for getting supplies to their members (like importation programs using jump freighters and/or carriers, or alliance contracts) aside from the market, but normally you'd need to join the alliance itself to take advantage of these. -----------

All stations in lowsec are NPC owned meaning that anyone can dock to them.
Stations in 0.0 space can either be owned by players or NPCs. If station is owned by players then they can set permissions on who is allowed to dock. These permissions are dictated by your corp's/alliance's standings with those players who own the outpost in 0.0. They can either set station to allow only blues (friendlies) to dock. Or they can set the station to allow anyone to dock.
The benefit of allowing anyone to dock to station is that it attracts traders of various kinds who then will supply the station with goods and also compete with each other bringing market prices down. If station is set only to allow blues to dock to it there's less traffic docking, which typically means less goods and higher prices on those goods available. If station is part of territorial wars goods will also disappear from its market rather quickly.
So in summary it really depends on the region where you're going. Check out markets before you decide to rebase there.
