they say offense and defense cant compliment each other when under one ship, so which faction has the greatest ship offensively + setup,and which has best defensively and what setup....cruisers,BCs,BBs,destroyers,interceptors or just say by models

All races have ships which can be set up for extremes of tank or dps, it's not very useful to look at setups.
I think Gallente over the last couple of years have been able to do both offense and defence consistently across most ship classes. So the prize goes the the onion-eaters.
Their nerf must be soon... I bet it will be brutal.
