OK, I'm in 0.7 and was trying to scan down a RADAR contact.
Got it down to less than an AU, so went to Comb probes (1au) and came up with 2 Deadspace Signatures after 5 scans of nothing.
Now, I'm thinking to myself, 'Great, now I can see what this codebreaker may be for'. (Even if they are empty, idc, just learning how to use the darned things.)
OK, I kill everything in the few rooms, and nothing in the first complex. Nothing special about the two cans that I found. (Normal loot drop from a bunker)
What am I missing? (Are these even the RADAR sites?)

Edit: Yeah, it was a RADAR site, just nothing in it. The second site has Info Shards
What am I missing? (Are these even the RADAR sites?)
The first site was an unknown, not a Radar site. I have never seen a hi-sec radar that has gates. You do know that you can find unknowns with any flavor of scan probe?

Yep, had already cleared out a couple in the system, knowing that they were combat sites. (Neither had gates)

Firstly i dont really understand your post and what the question is.
I think the question is asking about radar sites. I would direct you to the numerous guides on exploration that are available here. Everyone should read those as they are comprehensive.
Radar sites should only be done if you have hacking skill trained up and can use codebreakers. When you have killed any hostiles you use the codebreaker to open cans that randomly contain items related to invention.
Some sites you can make a decent amount od isk, most you wont. 0.0 sites are best, lowsec ok highsec not great, generally, but there can be exceptions.
In highsec there is also competition for sites, with lots of people looking for them. this means by the time you find a site, someone else could have already cleared it out.

Are you talking about blowing up a bunker and getting those cans?

Sounds like you found a combat plex and a radar site...

This has happened to me several times. Get down close and get two results. Uh-oh, which one is the radar? Scan some more. Get the final hit. Warp -> acceleration gate. Well, that is not the Radar site. Bookmark and go back to the last point and scan again. Get another hit, warp, this time I'm in the radar site (cans already present).

As far as I know, radars only have one room (that can spawn multiple NPCs).
My bet -> you got a combat and a radar site close together. It happens.

Just in case you didn't know, you get target locks on those info shards and get within 5 km of them and activate your code breaker. Once you get the message you have successfully accessed the info shard you can get the contents out just like a normal can.

Make sure that your scanning for cosmic signatures and not anomalys
All unknown cosmic signatures have gates.

Look on system map when you are at the site, and it will tell you what site you are at. All RADARs will be named Profession - Hacking - BaseX. COmbats will have complex names. Chances are the first sites you cleared were the radars. All sites have combat.
