HIGH: 5x 250mm Railgun II (Spike M) Small Energy Neutralizer II
MID: 2x Tracking Computer II (Optimal Range) Sensor Booster II (Targeting Range)
LOW: 3x Tracking Enhancer II 3x Magnetic Field Stabilizer II
DRONE: 10x Warrior II
RIG: 2x Hybrid Locus Coordinator I
...
Has 97km optimal, 23km falloff. Think it'd be a good sniper, or is the range still too short?

Put an MWD on if you do try it.
Your range is too short considering an Eagle can hit MUCH farther, much easier though.

Mate, you don't need the wtfbbq range to be a competent sniper HAC. Sniper-HAC means that you should be picking off inties and dictors that are already tackling your fleet - meaning any distance from 20km to 150km depending on your choice. Given that Deimos is better than Eagle due to raw damage.
So I say - change one Track Comp to MWD and 1 Track enchancer to Dam. Con. Remove both locus rigs, change them to 1x agility(you need to align fast) and 1x what-ever-you-like-but-not-armor
I dunno about warriors: sniper hacs live in align, if you are tackled - you are dead no matter drones or no drones. Maybe it would be worth trying to use 2 Wardens as additional sniper damage (you will lose them on the first warp off, so use T1 even if you can use T2s). ------------------------------------------ "Russian is an unusual language if you're not used to it. I would suggest fitting an LSE and an MWD. You often need the extra buffer and not having MWD is plain silly.
Try something like this:

Spike is a decent ammo for an eagle, and very good with BS-sized snipers, but for mid-range anti-support sniping, fitting spike is dumb. You need as much tracking as you can. Faction Iron is what you should use.
3 tracking enhancers + 2 tracking comps = 5 modules for optimal = bad idea, the stacking penalty make it worthless to have more than 3.
