What's Astrosurveying V good for?
Is it worth it training tier 2 learning skills to V?
Can cloaking prevent my ship from being found by scanners?
How viable would it be to train in science skills to research blueprints I find in radar exploration sites? Decent profit?

Not sure which skill you mean, theres a few that start with Astro, but i dont think there is an Astrosurvey. That said I dont think there is a mod that requires any of them to be lvl 5, so the answer will just be either a % bonus to using Probes, or being able to scan 1 extra group.
Depends how long you intend to be in the game.. it takes a long time to make back the training time, put it on your 'i'll get around to it one day' list.
Yes.
The BPs you find in exploration sites are copies, so you can only build from them. A good radar site is worth the effort isk/hour wise though.

Astrometrics is needed if you're doing Exploration, to increasr the number of scan groups you can have at any one time. That's it - training it to V is NOT a requirement for anything.

Depends how long you're gonna be playing EvE. The effectiveness of the learning skills lessens as you acquire more - IIRC, someone figured out that you'd have to play (and constantly train stuff) for 1.5 years after you completed all skills to V for them to really start paying off.
Remember, the skillpoints/hour you get on a particular skill is: (Primary Attribute + (Secondary Attribute/2) * 60) = Total SP per hour.
There's a HUGE time investment involved in getting all to V - you need to ask yourself if it's worth the potential 90 extra SP/hour. Most will train to IV lower/UV higher, or even V lower/IV higher.

Yes, as long as the cloak is on. Remember, you can be jostled out of cloak, and )depending on the cloak/ship) certain activities can drop you out of cloak too, making you vulnerable to scans.

HIGHLY depends on the market where you're at, and the blueprint in question. "Researching" blueprints (either for invention OR for ME/PE values) is a HIGE timesink (your typical t1 midule research time is 21 days to research it to ME 50), that is, when you can dfind/schedule a research slot. Most people will fund their own POS and add a research byay to provide their own for that reason. That's a EXPENSIVE thing to do.
It's your call - ckech the markets over time, then decide.

One other quick point:
If not aleady doing so, you ought to me using Evemon. This will help you understand the value of training learning skills to level 5, let you peruse skills, and help you build a training schedule for your character(s).
