Never done PVP in eve so I don't fully understand how it all works. How can a non-pirate (i.e. has a high security status and doesn't want to lose it) engage other players? _____________________________________________________

Factional Warfare Engaging an enemy faction legally (i.e. it's Concorde sanctioned)
War Declarations An attack by your corporation/alliance against an enemy corporation/alliance.
Killing pirates True pirates (which will have a low sec status, and thus be flashy read in Empire) are killable anywhere, and therefore there is no sec penalty for doing so.
Using the aggression mechanics If someone steals from you, they're fair game to shoot (not to pod though)
0.0 No-sec is freeforall and Concorde does not exist out there so you can go happy - but others will also be going equally happy if not moreso.
Those are all the ways I can think off of the top of my head. Meanwhile, on the other side of town . . . |

Thanks. So in 0.0 there is no sec status hit? _____________________________________________________

That's correct. 0.0 is lawless territory. You're free to shoot anyone, and they're free to shoot you without any sec penalty. Same goes for pods. Meanwhile, on the other side of town . . . |

Think of that as a learning experience. Still, its definately the best way to get your feet wet in pvp in this game since its the only form of pvp where you can reliably go out at any given time in a t1 frig, kill people without losing sec status, and come back in that same t1 frig. Also, you would run into that same problem with war declarations, since all faction warfare is is just joining a perma-war decced alliance.
When an enemy corp/alliance files for a declaration of war against yours, it allows for pvp to happen in low sec and high sec between members of the two warring groups involved. Podding is allowed as well.

yep, 00, hunting pirates
you can also try to hunt down reds of your alliance, so you still might get a sec hit, buuuut, techincally its not pirating (this is assuming you attack them in low sec)

I whould go for war decs either apply to a corp that is involved in an active war (not just station dwellers). Or start a war that provoke other corporations into war deccing them (done by disrupting money generation for the corp i.e. disturbing missioners, miners etc.) or just war dec them by yourself and list some hilarious demands.
