Is there a site/function that lets me model the character creation process without commiting online to a new character?
Is there a certificate modelling function that does the same for a new character?

I think you are making it more complicated than it needs to be. Due to the mechanics of EVE, an optimal starting character is one that you like the looks of that has roughly balanced stats. You really don't even need to have balanced stats, as the only thing borked attributes will do it cause you to train some things slower than others, and if you are planning on playing for any amount of time it really makes little difference in the end.

Hmm... it would be kind of cool if EveMon allowed you to add certificates to your plan. But that's a different question.
As for the character creation process, I think that's why you have three character slots. So you can try some ideas and see which works best. Don't worry about starting skills, by the way. It only takes a couple of days to get any character up to speed in a different "career" from the one it started with.

This!
The most important thing is pick a name that you like.
Second, pick a look that you like.
Next balance the attributes as best as you can.
Last pick a career that will interest you for your first few weeks in the game.
After than you can train for and do whatever you want, even if it has nothing to do with your original choices at character creation.
