Each level of "Targetting" lets you target one more thing, up to your ship's maximum number of targets. Then there's the "Multitasking" skill, which has become a bit of a joke amongst people looking to poke fun at the Certificate system. All up, 12 targets if my memory serves correctly.

Each ship has a max number of targets as well, so even if you train Targeting and Multitasking to max you still won't be able to lock more than eg 7 targets in certain ships. You can use modules to increase your max target number though (such as Auto Targeter II which gives +3 targets).

I think you were looking for this answer:
once you start a lock on a ship, just pick another ship and start another lock.
I am pretty sure without any skills, one can have two target up at a time. i will be corrected if i am wrong :)

Also just for you to know, Ctrl+Click the target will start t6he locking process. It took me about a month to find this out.

There are two limiting factors on how many targets you can hold. The limit of your skills and the limit of your current ship.
The default limit is always the smaller of the two.
