The item database doesn't make this clear. Can Orcas operate in empire space, and do they use gates or do they use jump drives?

Yes, and they use gates. They do not have jumpdrives.

Another question regarding the orca: can it use strip minors or can it mine at all?

Orca is a mix between a carrier and a command ship. No fighters or jump drive but able to store rigged ships and fit 3 command mods with a nice bonus to the mining variety. It also has the unscannable 40k m3 corp hanger bay of doom that drops nothing and 250k ehp so don't even bother trying to suicide it in empire as you won't get anything for your trouble. All in all its quite possibly the perfect high sec carebear carrier.

it also has one hell of a passive shield tank.
