This dude wants to buy a PLEX code for 400k, even though in local it says he wants to buy it for 400mil. Would he get banned for doing that?

And to clarify that a little:
Yes, it is "legal" to scam in game (for in-game items), and NO he won't get banned for it.

Scamming is prefectly legal in EVE, as long as you don't use any bugs to your advantage (i.e. exploiting). Using the other guy's greed or lack of attention to your advantage is perfectly fine.
The only scamming you are NOT allowed to do involves receiving ISK for a mutually and publically agreed upon character transfer and not giving those money back when you refuse to transfer the character.

No, it's not. It has been stated officially it isn't.
As soon as you transform the GTCode into two PLEX, the anti-scam protection no longer applies. Heck, GTC trades themselves are probably not protected from "wrong number of zeroes" scamming either since the secure trade system became the only allowed system to trade them (might be wrong though).

Nope, because its converted into an ingame item and is traded ingame, its as scam-worthy as anything else. Scamming with the GTCs, though, will get your banhammered. In the event of an emergency, my ego may be used as a floatation device.

Why should he?
The GMs said that since a PLEX is an in-game item, the in-game rules apply there. This includes scamming perfectly well.
