No search function in this forum and was trying to find out if these 2 skills stacked my pirate hunting has caught up to me and I may find myself floating in a pod next time I try to dock in .0

Well as far as I can tell having diplomacy and criminal connections and never hunt a pirate in your life they will still attack you wherever youg o. WHich is kind of lame but at least you have positive standings towards them.

thats fine and all till you try docking in angels station. I was under the impression that if your standings are low enough they will shoot at you. I am refraining from hunting till i can get my standings high enough to start doing missions. im at -3.39 with criminal connections 3 right now. If they dont stack is the only way to get my standings back up to do missions for say the serpenteris corp that are friends of the angels?

Nope only one skill per standing.
The sisters of eve are pirates friends. They give good standings to non empire factions. Soo anyone with bad standing to pirates can work Sisters of eve and get thier pirate and non-empire standings up.
I believe the npc attack standing is -5.0 for stations.
