I am pretty sure that something changed with regard to anchoring a tower in lowsec.
It seems that the way it works now is that the charters (and therefor standings) are required for anchoring in 0.35 and up, im pretty sure it was 0.45 and up before (proper highsec).
I dont know when this changed - but it seems to me that this is absolutely ridicules *BECAUSE* why would i have to have standing or charters when clearly these factions would not protect me in these lowsec systems?
seems a bit contradictory?
perhaps this is related to the fix with regard to the exploit? anyone know what happened or make sense of this for me please?

Correct, It has always been like this ever since POS where introduced. If it says 0.4 in game in the upper left corner, you need standing. If you can't moon mine, you need charters and standing.

Before charters were introduced, you could not anchor a POS in 0.4 space.

Not quite. When POS were first introduced, you could not anchor in 0.4 or higher. When they introduced charters and standings requirements, they let you anchor in 0.4 - 0.7.

The concept of 0.35 and 0.45 comes from an external tool to the game. Players are not meant to know about truesec or required to know about it. What it says in the top left corner is all you need to know, and you have always required standing to anchor towers in 0.4 (for the time where you have been allowed to anchor there). You also can't do anything there that you can't do in highsec except build capitals or have capitals shoot it etc. All the rest of the 'non highsec' arrays / features only apply in 0.3 and lower (or sov 0.0 for some).
In short it has always been like this for 0.4 POS's. And yes, there is no real reason to ever use a 0.4 POS because of this, except as a strategic location requirement.
