The ishy is a good ship at pvp and pve while the deimos sucks at both tbh.

Phobos would just be slow, if well tanked.
In general for pve drone ships > rail/blaster ships. If you have t2 heavy & sentry drones I wouldn't even think twice and go for an ishtar hands down. Just don't try to fit medium guns on it and go all out for tanking.

In my experience this ishtar is one of the funnest ships to use in PvE...
Highs: 1x gun (for aggro only) Mids: 1x 10mn AB II (I use a domination easier on the cap) 1x Large Capacitor Battery II 1x Cap Recharger II's 2x Drone Tracking Links Lows: 1x DC II 2x EANM II (I use 2x True Sansha EANMs) 1x Armor Hardener II (Switch for main damage type for the mission) 1x Medium Armor Repairer II (I plan on getting a Faction for more rep) Rigs: 2x Auxiliary Nano Pump Drones: 5x Light 5x Medium 5x Heavy 5x Sentry
Now I take this into most Level 4's (Against Mercenaries my alt has issues because of the multi damage types and he has no Armor Comp Skills) It's dependant on maintaining a Transversal on the Turret Based NPCs, and Missile NPCs are Kinetic to which the Ishtar is practically Immune. This is a very fun Missioning Ship. Heavies can knock down frigates with the two Tracking Links on there. You'll want to shoot down any tacklers/webbers right away, use ur lights and sentries for this. If they are far off drop ur sentries and pop them at range, if the tackling/webbing frigs get in close scoop the sentries and drop ur lights to mop them up the fastest, mediums work good on standard NPC Frigs, but elite NPC Frigs like Dire Gurista or etc Lights work better in my opinion.
Cargo bay holds a fair amount. But this ship won't solo every level 4 in the game, there are some that this wont be suited for. I've heard that some people have a lot of success with a passive shield tanked Ishtar, but I like to run around and do something while missioning so this is what my alt uses.

Probably small rails for most missions, if you fit a 10mn Afterbuner, like 3x 150mm. For ratting I would probably go for autocannons since you can use ammo to do certain types of dmg easier. And no cap weapons = jummy.

Answers above (get an Ishtar) are quite right, but there's one thing to be careful of: the fitting is tight. If you're sitting at 12 million sp and have access to all T2 drones, you might want to think about maxing some support skills before even trying it. A Phobos might be more forgiving in the meantime.

Doesn't need to be fast when you can fit it with 2x webs and a sensor booster as well as maintain a 6 slot armour tank on top of HAC resistances and the most DPS of all the HICs ;-)
