What type of pilot is he trying to be?
looks to me like you just mish-mashed skills to bump up his SP.....
no T2 ships (apart from Exhumers and transports, which is only at LVL 1 anyways)
No T2 guns or missiles, not even 0.0 mins T2 crystals..
I would offer no more then 4 bil and thats ONLY cause you have trained him for carriers.......

hes exactly what he should be a carrier pilot with perks.
at carrier v and fighters v in 6 days you can take your 4 billion and...
well you get the idea lol.

As for the char. nice drone skills, but not as good engineering.
As for a PC I would say around 6-8B.

although i do have to say i love the market these days its either people trying to low ball people stupidly or people with to much isk buying char for more than what they are worth.
its a shame really 6 months ago this market was quite profitable now its just filled with idiots trying to make money and not doing it so well : /

yes anyone woh has played this game for any amount of time will tell you its a decent capital alt desighned to do everything your main shouldnt.
haul,mine and above all fly a carrier pretty well although i do admit it does need work.

the differance to answering someone questions and bumping a thread are seen very differantly in the eyes of the dev's
