I've been wanting to research down some BPOs that I have (or at least give a shot at the research system), but everywhere I look, all the research slots are full.
From what I understand, people from low/no-sec space jump up to Empire to make use of the (relatively) free reaseach provided by the NPC corps. Unfortunately, that leaves us new players out in the cold.
What can I do to get access to research slots?

You can use those full research slots, your job will just be queued into it and start when time is available. Other options include setting up your own Player Owned Station (POS) and having a private research lab with faster training times, but a much larger cost. Not recommended for new players though. -------------------------------- CCP can patch away bugs, but they can't patch away stupidity. |

Put up a lab as part of a POS. Then you have your own private research slots.
To get a hi sec POS you need to have standing with the respective faction, so that requires mission running. When you run a certain number of missions from an agent, you will get a story line mission. These grand faction standing.
You need a faction standing of 5 to put a POS in .5 ... 6 for .6, etc.
I think you also need charters, but those are easy enough to get. In fact you can buy them with all the LP you get from the missions.
If you're new, I'd suggest buying BPCs instead from contracts (which are usually already researched). Unless you have the ability to maintain said POS it's really not profitable for you to buy BPOs.

Check out this a lot more cost effective than your own POS and better than waiting 30+ days for your job to even start.

If you've got lots of time and little money, just queue up in line at the empire slots.
If you've got money and little time, contact someone with a research POS to do it for you. My corp for example can do that stuff, though priority goes to established customers, so you might look around for newer ones if you can find some with references you trust. Or you can buy researched BPOs.
Or if you only want a certain amount of stuff or low end ships like cruisers and below, BPCs are pretty cheap these days. The main trouble at the low end is finding someone bothering to sell it- minimum contract side is 1million ISK.
Once you have the ISK and skills to do so (mainly to run a ship big enough to get the fuel & modules around), you can set up your own POS. Either run missions or pay someone to get it in high sec if you want to be safer, low sec if you like the thrill and don't like the missions.

More the other way around. There are plenty of npc station research slots in low sec that have very short or even no queues.

Another option would be to join a research alliance such as New Eden Research, that way you get the advantages of a POS (Short/no ques and faster research times), but keep the precious blueprints in your own corp hangar using scientific networking.
(Disclaimer, I'm a happy customer of NER's services; although I don't work for them, YMMV)
