Ok my plan is to fit a recon probe launcher onto my rapier to hunt down targets whilst on gangs. What sort of skills should i train and which probes would be the most effective?

For Rapier: Recon Launcher + Whatever probe best matches your target's range. Snoops are best, if you can get within 5au to use them.
For skills, I'd say this is enough to make you a solid prober:
Signal Acquisition 4 (Most important) Astrometic Triangulation 4 (Also important) Astrometic Pinpointing 3 (This is not so vital with scan probes, but much more important for exploration stuff) Astrometrics 4 (If you want 20 au probes and Pinpointing. If not, 3 is enough)
Recon Launchers are best at finding safespotted people.
For finding someone within deadspace, you are much better off with the other launcher on a cov ops and using whatever type of probe matches your target's ship's sensor strength. Recon probes CAN find missioners and their drones, but it will take you a while to get a hit.

You can find hostiles with the following skills trained:-
Astrometrics IV Signal Acquisition III Astrometric Triangulation III Astrometric Pinpointing III Covert-Ops V
It is plenty enough. Though I recently got a set of the Poteque implants (only 2nd tier ones) and it has helped also.
Recons don't get the bonus to scan time right? So you probably want to increase your Signal Acquisition skill to IV and when possible to V. Also getting the other two astrometric skills to IV would help. You should be able to use your directional scanner to narrow targets down and then use an appropriate probe to find them ie spook 20au, fathom 10au, snoop 5au. Finding a mission runner if you get within 5au (using the directional scanner and bookmarks and then dropping a snoop probe) is easy enough. Just depends if they are clever or not. If they are shield tanking up the wazoo, with a lower sensor strength and using drones you will have little problems. Armor tanking, high sensor strength, non (or frugal) drone users however will be more difficult.
