I was planning to quit even and not return so I deleted my character. Is there a way to restore said character or is it a total loss? I am currently waiting on a petition for the last 8 hours so i decided to post here.

I bet there is a backup somewhere, but some poor sap would have to look for it, it would take all day and CCP would charge an arm and leg for it

I've also heard about someone getting a character restored but there was some sort of extenuating circumstance there having something to do with how the character actually came to be deleted. There was more to it than the guy just quitting the game and biomassing the character. Can't say if it's true or not though.

Characters have been restored before, and no, they're not really deleted. But CCP is under no obligation to do it. When a friend of mine biomassed his character, the first thing I did was reserve the character's name with an alt. I knew he'd wanna come back, and that was going to be an obstacle.
It took ~8 months of back and forth mails with CS, and even then, his status as a player in the game was probably the only reason he got it back.

1. CCP gets money from you if you get your char back.
2. CCP gets no money from you if you can't get your char back, and leave.
They'll choose 1.

Basicly if someone else deletes your character(ie your account was hacked and they get/have proof) They will restore your character/s. If you your self deleted that character they will not restore it.

If you beg and plead and get down on your hands and knees and cry and ask really nicely, I'm willing to bet that there's a GM that can retrieve aforementioned specter from Davey Jones' secure can.

Except that when something is deleted from a database it is not actually deleted. It's just marked as deleted. Until the database get compacted it will still be there. All a database operator has to do is run a query on deleted records starting newest to oldest and then unmark it. Unless of course thousands of characters are deleted daily.
Worse case is they have to restore it from a backup and you lose skill points/items/ISK.

Dear GM/who it may concern,
Some time ago on [approximate date] I decided that eve was no longer for me and decided to foolishly delete my character. Now today I was to come back to eve in all its glory but my rash thinking is hindering me thus far. Could you possibly find it in your infinite wisdom to restore character xxx on this account? My eve playing career depends on this, and next time I will not be so harsh on decision making should I decide to take a break.

Aye, cos I'm sure that particular guy is busy 100% of the time, and would need to work 5 minutes overtime to do it.

Deleted characters are moved to the "Doomheim" corporation.
AFAIK, only a few characters have ever been "revived" (due to spouse deletion, etc.).
But your self admitted deletion of your character(s) can't really fall into this category IMHO.

Ditto: not only did he get his toon back, but his fitted carrier and several hundred mill isk (this was less than he had before his emo-rage-deletion). This was at least 6 weeks after the event.
It probably helps to cancel the sub before asking . . .

H Zub reportedly self-deleted, he or someone close to him made a big deal about how hardcore he was for doing so. I heard he got it restored.

You are flagrantly stupid. I reserved his name so no one else could, just to help him out in case he ever decided to come back. When he did, I deleted the alt and he once again assumed control of the name.

Nope.
Deleted is deleted.
CCP will only retore deleted characters if its proved your account was first hacked and hijacked, and then someone deleted your character.
Good luck starting a new.

I thought I just said they undelete at their discretion. There are no "rules", given that I know people who've had their characters restored with no extraneous circumstances, and people who've been screwed by a sibling get denied.
My guess is you have to be important enough in the game.
