My trusty pos hp computer has decided that it doesnt want to work anymore, so now it is time to get a new one. I am interested in a dell, but have heard that 2 duo processor doesnt play well with eve premium graphics. can anyone confirm/deny this? some advice on what I should get would be appreciated.

Whoever told you that the Core 2 Duo CPU doesn't play well with EVE Premium graphics is completely wrong.
A Core 2 Duo CPU can easily handle EVE with premium graphics, multiple background tasks, writing a letter, browsing the internet, listening to Music, etc. etc. all at the same time.
It's the graphics card you need to watch out for if you want to use premium.
Premium recommended (not minimum) requirements are as follows:

* RAM: 2048 MB
* HD space: 8.0 GB
* Video: 256MB NVIDIA GeForce 7950 or higher, ATI Radeon X1900 or higher and Similar chips from other manufacturers
* Network: Broadband Internet connection
* Drivers: DirectX« 9.0c (included) and latest video drivers
Note: A C2D CPU is much better than the Pentium 4 that they recommend there.
Any modern Dell PC should play EVE with premium graphics just fine, even the budget range ones! - Just make sure not to get one with an integrated Graphics Card! e.g. Don't get the "Integrated Intel« Graphic Media Accelerator 3100" - the Inspiron 530 with 128MB ATI« RadeonÖ HD 2400 Pro graphics card should be ample sufficient for playing EVE premium for example.

Thanks for clearing that up. The desktop that i am looking at has a 512MB NVIDIA(R) GeForce(R) 9800GT Graphics card installed. Will this be suficient?

You could play EVE Premium with a graphics card that is a couple of years old, the 9800GT is a modern card and is more than sufficient.
You could play *most* modern games on maximum graphics settings with a card like that.
