OOOOOOOOOH! Now I get it. I think I might have a turducken lodged in my brain. 3b huh? Seems like an awful lot of isk to pay up front for any contract. Amirite?

Kublai found out that it was instead ABP that was the target, being friends with gods rod of justice he then attempted to discover the identity of the person initiating the contract. the only way to do this was to be in a position of power, easiest way to do this, take said persons money.
This wasn't a scam, it was an attempt to garner intelligence, the only way he could do this was through gaining an advantage, and in this case it was through isk.

and side note: lol at the original merc thread where everyone was recommending ABP to the contractor as the best merc corp who has beat most other merc corps, when they were the target... i'm still giggling 
What part of "it was a scam" was misleading to you?
