I'm looking at the cloaking devices and it says like 0.1% speed cap penalty. Does this mean the ship can only go .1% of it's normal top speed? And a covert ops cloak goes 1%? ---

Somethings wrong there, unless the black ops cloaking device is made so u go 100% speed, would be nice. ----------------------------------------

100*0.1=10 (10 %)=> (100/100)*10 100*1.1=110 (110 %) => (100/100)*110

100*0.1=10 (10 %)=> (100/100)*10 100*1.1=110 (110 %) => (100/100)*110

On a related question, when you uncloak do you get your normal speed back immediatly? (I realize there's a skill dependant delay on activating modules)

Grr.... so the cloaks are mislabeled? 0.1% not correct? Rather than 0.1%, they're really 10%?
I've noticed a lot of stuff like this. Where the numbers in the description are misleading or just plain wrong. Irritating...

i.e. can you still use ABs and MWDs while cloaked and have their top speeds reduced by 0.1x and 0.25x respectively?

No, you cant activate any modules when cloaked - so no MWD or AB. Load up on Overdrives instead.

Overdrives don't bring your speed all that much, in a frigate your lucky to break 50 m/s with the proto cloak. I'd go for warp core stabs over overdrives to protect that investment. Anything with a cloak on it is designed for scouting, not killing. It's not really a combat weapon as it takes 20 seconds to target something when you decloak with a tech 2 and 30 seconds with a proto. Cloaks seem to work best with a fast duel MWD frigate or interceptor.

BTW my top speed is with my cheetah pulling 127m/s with a Dread Cloaking Device (1 Overdrive) Fear The Bunny
