If I have an expired account, is there any way I can see which characters are on that account and their skills?

Well, possibly. If they didn't uninstall evemon or delete the character out of evemon, then it should show the last updated cache for that character.

If I only got access to api and could load the characters into evemon, problem would be solved 
But when I try to log into my old account (on my characters), it just tells me it has expired, and boots me.

No, it wouldn't. You can't get the API for an expired account - and even if you could, an expired API won't return information to EveMON or any other app.

You can log in to an expired account like you were going to petition from it (the account doesn't have to be active for you to do this) and it will show you all the characters on that account. You won't see their skills, though, just their names.
