Is this ship useful for anything on the main forums it sound like these types of ships are not needed in small to mid sized gangs?

It has a very specialized place in most gangs, but it can be useful for those situations.
Essentially, gang tactics get tailored around the black ops/covert JB - it doesn't fit into most "standard" gangs.

People seem unhappy with the ship bonuses, the lack of fuel space, and the inability to jump into a cyno jammed system. It's got its place when using the jump portal, but in any gang engagement you'll probably be near the top of the list for primary targets. Partly that's because Black Ops is tasty on a killboard, and partly because anyone flying a ship that expensive will probably have at least a few higher-meta items on board. After all in smaller gangs what you've got fitted is more meaningful than in fleets where you get one-volleyed by the opposition after being primaried.

Thing is that the blackops ships are less capable fighters than the standard version they were created from. The Sin's tank isn't nearly as good as the Dommie's meaning it's not only an expensive pinata, but it also breaks easily.
If you don't make use of the jump portal thingy (which really is only useful if your fleet consists of ships that can make use of it and you have a tactics that relies on them) then it's nothing more than a crappier, vastly more expensive Dominix.

Black Op ships can open a jump portal and jump force recons and covert ops ships to other systems. Though right now Black Op jumprange isn't that great. These ships need love.
But if you want to get into deadend systems, where you want to use force recon ships to annoy and kill ratters, then it is a nice little ship. It can be useful but it is limited to certain tasks.

Attack some guy in a belt. Random guy calls friends to get an easy kill to kill off the "noob who's pirating in a black ops".
Jump in recons.

the whole point is to use gang *jump portal* so you bring like 10 stealth bombers and 5 Recons you got yourself a nasty gang.
