1. What is a suitable setup for a Solo PvP Ishkur. I want to be able to orbit out of web range and kill with warrior IIs or hobgob IIs. I was thinking:
[Ishkur, PvP Drones] Damage Control II Small Armor Repairer II Nanofiber Internal Structure II
Warp Disruptor II 1MN MicroWarpdrive II Small Capacitor Booster II, Cap Booster 200
Light Electron Blaster II, Antimatter Charge S Light Electron Blaster II, Antimatter Charge S Light Electron Blaster II, Antimatter Charge S [empty high slot]

Hobgoblin II x5
Goes 2.5k/s for 1 and half minutes with everything running.
My only concern is if they shoot your drones then you are screwed and forced to engage in web range.
Any advice?
2. Is the enyo a safe lowsec level 3 missioner? I know that you can only scan down a ships drones in lowsec right? so if i dont use drones then i effectively cant be scanned down which makes it safe.
Is this true?

Not true, ships can be probed too. The thing with drones is you have 6 possible targets instead of 1, makes probing easier as it is chance based.
Still, your Enyo should be near-invulnerable if you're careful.

Don't worry about orbiting out of web range. Run right in and orbit on top of their head, turrets won't be able to track you there. You'll be in some amount of trouble if you find a disco-ship but c'est la vie there.
Drop the Nanofiber. It is *not* your friend, if you can fit a mag stab drop that in. If not see if you can drop the booster and throw in a TD + cpr instead. Makes for a very nasty anti-turret boat that way. Orbit at 500 + Tracking scripted TD
As far as probing goes, the drone idea dates back to when drone signature radii were not altered when in a deadspace pocket. Don't know if this is still in effect.
A bigger danger in missions comes from exploration probes. If the prober drops the correct probe to your ship's racial sig type, odds are they'll get a solid hit. The solution is to keep your scanner open whenever there are others in system. Watch for probes of all kinds, and never never never stay near the warp-in point for a mission. I'm not saying don't mission in Lo-, just saying it requires you to be at least a little aware of what is going on around you.

Could i do level 1s in an Enyo?
Would the acceleration gates let me through?
EDIT:
So i should get right in on top of em?
Would that work against other frigates and AFs?

Against frigates and af's your problem will be keeping them in range. The dps that 5x warrior II's put out on another frig is truly nasty. In this case there is a debatable point on using a web instead of the booster.
You already get silly range with your drones, so if another frig decides to keep you at range the drones will pop them with ease. So they will likely just run off. Stick to close range pew pew power for those ships that feel the need to close in and put on the hurt.
Overall I love the Ishkur, only real competition for the top AF spot on my list is the Wolf. Not skilled Minnie on so it isn't a real concern

The Ishkur, while a very awesome ship, will have a LOT of problems with the Jaguar/Vengeance. Their tanks are ungodly and they can pop your drones really fast.
I personally like the nanofiber, as it gives you speed/agility without too much sacrifice on the armor. I swap it with an explosive hardner II when I need the extra protection. People will exploit that weakness on the Ishkur, quickly and efficiently. You have to fill that hole.
Consider an armor explosive pump.
If you want to stay out of range of webs, use 125mm Rails with Federation Navy Plutonium Rounds. Should get you over the 10k mark. If you want to be really nasty, get a federation webifier. It's not like they'll catch you and kill you if you have to warp out yourself.
The ship drones only in lowsec thing is false. You can scan any ship anywhere, even in missions. It's fast and very easy. You're no less vulnerable in an Enyo, though probably less of a target. ___________ I reserve the right to be wrong.

HIGH: 3x Light Neutron Blaster II (Antimatter Charge S)
MID: Coreli A-Type 1MN Afterburner (use a C-type if the cost is an issue) 2x Cap Recharger II
LOW: Small Armor Repairer II Damage Control II Magnetic Field Stabilizer II
DRONE: 10x Hobgoblin II
RIG: CCC Hybrid Collision Accelerator I
I've run many lv. 3 missions with that fit, the only thing that even begins to stress its tank is big destroyer spawns and webbing frigs, both of which can be destroyed fairly quickly, certainly before it becomes an issue. Don't do missions that involve shooting Amarr though, cruiser and BC neuts will kill your cap in seconds.
PvP, the Ishkur has a huge amount of versatility. You can blaster fit it, rail fit it, stick on an AB or an MWD, go for an explosive hardener or a plate, I've even seen mini-Domi nos/neut fits. The only real 'hard and fast' rule I stick to is I always use a tracking disruptor - it keeps my drones from getting instapopped by high-tracking ships such as combat interceptors and other AFs, and keeps *me* from getting popped by people using Barrage or Scorch.
... and I said the "A" word, so I'm sure Merin will be along shortly to remind us all why AB-fitting a frig-class hull sucks.
