Why are missions being assigned that involve going into Jita when there are plenty of systems connected that could be used instead? I am using an agent in Perimeter and 2 out of 3 times I get an encounter mission in Jita (which usually happens on weekends)and the lag, for obvious reasons, has either almost caused me to lose ships or I have lost ships.Why doesn't CCP use Jita just as a trade center and for rookies? Most of us know to avoid these 'Hub of business' systems because of the lag that might occur.

it could be that the system the does the mission picks the location where it spawns the mission at random or it could be that ccp have not changed it in the system so it does not use jita as we dont know how the mission system assigns the systems it is hard to say
but as they have removed all agents from inside jita can not see why they should not change it so no mission spawn inside jita

Changing the location of an agent is easy. Changing the routines that generate mission locations is more difficult. And unless there is a broader application for that apart from Jita, it will most likely drop off the priority list.

But can't they just set it up so that encounter missions would not be assigned to Jita, but to an adjacent system instead?

as we have said it depends how the mission system works out what system if it is just a simple list then yes but it could be that making that change requires them to rewrite the way the whole mission system works so ccp may not think that at the moment they have the devs or time to assign someone to look at this
