Hello there,
Just been thinking that I'd quite like a fast ship that could scoot around systems fast, scanning asteroids and what have you quite safely. No clue what ships are around that can do that job, though. Fastest ship I have right now is a destroyer that runs at about 600 m/s with afetburners installed. Can you get faster? Should I have a ship with a cloak? Would anyone suggest a better ctate?

Vigil w/ MWD is fast and cheap.
Ditto any of the "quick" frigates, but the Vigil especially.
T1 destroyers are by comparison kinda slow.
The main factor you should be worry about is probably align time tbh and again there it's frigates that win out.
Cov ops is probably the ultimate "fly around and look at stuff" ship.

I would certainly recommend Covert Ops, even Recon ships. I'm skilling to fly the Arazu thats in my hangar at the moment, and lets face it, Covert Ops cloaking devices are basically the "win" button in stealth scouting. They can also push a decent 5-6 km/s with burners

Find a frigate that you can fly that has lots of mids and put a shield tank, mwd and scanner on it. Merlins are pretty good with the resist bonus for this type of work.
The rigs, guns and cloak are optinal for if you want to go into 0.0 to scan out the roids. Rigs are to let you take some bs aggro whilst you scan with the guns being used to pop the odd scrambling npc frig and the cloak for those dastardly gatecamps and hiding at a safespot.
