I'd just like to point out one very important thing here. While having an organized list of reqs for advancement is definitely a good idea I wouldn't make it too publicly available.
EVE is much different from other MMOs in that the game allows and even encourages skulduggery. There are numerous instances of Corp theft, so giving some underhanded (or devilishly clever depending on your PoV) bastich a road map to gaining the keys to all your valuable goodies may not be the best of ideas.
EVE is VERY CYA so in the early stages you're best served by those you absolutely know you can trust being in positions of authority.
You don't want to bust your collective butts to get ISK for that Orca only to have somebody walk away with your hard earned ISK and a subsequent brag post in C&P.

My feeling is that you need to be somewhere in between the two extremes you mentioned. On the one hand, you want more than just a chat channel. On the other, people will want to try different things as they spend time in EVE (your miners will want to pirate and your killers will want to try exploration, etc) so a very strict structure may not appeal to most.
I would suggest using "semi-structures" like short-term and long-term goals, mission/vision statements, and the like. Tell people why you are a corp, and let them decide if that's right for them. So if, for example, you are dedicated to conquering territory, or dedicated to industrial self-sufficiency, or something, people can do their own thing while fitting into that broader vision.
As a CEO of my first corporation, we lost a lot of steam after reaching our first major goal, and the CEO himself stopped playing for a couple months. So make sure you keep the goals coming. You may want to form your corporation together with a few RL friends, or sacrifice a little control to EVE friends, because you need active recruiters and leaders all the time. .............

I see both of your points and I would like to point out that I never meant for this guide to suggest that you have to have an absolute job in a corp and you cannot deviate from that place.
Eve is a game after all and you should be free to try what you want.
All I am saying is, in the example of a manufactoring corp. You shouldnt simply have a bunch of people that randomly mind and build stuff and by that you call yourself a "manufacturing corp."
You need enough structure so that you are actually the type of corporation you state you are and not just a loose band of people, some of which do what is stated in your description.
After that the amount of structure and command you want is really up to those people.
I know for a fact some people enjoy a very strict chain of command and want a definate place in their corp. But as you say, others want to dabble here and there, which is totally fine.

The reason why I posted is that nothing will cause a new (or even old) Corp to implode worse than someone robbing it blind. Sometimes it may cause the members to rally round the CEO but more often than not its the death knell for the corp. So having organization and access restrictions on Corp assets is an absolute must. Maybe a section on setting up Corp divisions, hangars, and wallets. 
Then again that may be beyond the scope of what you're trying to do.

That is a little beyond the scope of this one.
But, I am looking to make a series of guides and I may decide to write a more indepth Corp running guide and that will certainly be a part of it.
I will however add some of your cautions to this guide.

I have updated the guide to reflect some of the suggestions given and tweaked it so that it doesnt sound as if I'm advocating a super strict "you do your part and be happy" command structure.

Fantastic Guide, Master Entreri!
Just what was missing - a Corp guide. I've thought aout this and wondered and glad someone has taken up the reigns.
Security for a Corp, like in RL, is paramount, like the others have said. Maybe it needs to be stated plainly but to many of us it is just a fact.
But to those under the age of 30 who maybe havent had the experience as in RL, they should be advsied of it, especially in a newbie guide! Its amazing how much we elder people (and yes I am speaking for myself) think of as Common Sense that we really need to pick up through RL experiences!
But keep up the good work and keep the information coming! Things I'd like to see: - High sec corp running - Low sec corp running - Zero sec corp running (details and differecnes between these three).
- Guide to creating roles including hangar permissions and member/role permissions.

Thanks! I'm glad you like the guide.
I'm afraid the parts about running a corp in depth is out of my expertise. But if experienced CEOs wish to post their thoughts I will write them up and put them in the guide.
I have made minor changes to the guide to even better reflect that the "departments" in the guide were not meant to sound like prison cells where that is the only job you could do. lol

I'm not the experienced CEO, but there used to be this Blackhole Bob's "Corporation Start Up - Best Practices" guide in the nets; too bad the site is down, but archived version of it is in: http://web.archive.org/web/20061009121033/http://www.evegathering.com/corpstartup.htm
It used to be very clear and short doc how to make sure your corp won't get corp-theft the very first thing...

What the OP describes is a group of people who actually thought about what they're doing and found a new member who likes having to think about what he's doing and doing things properly. Neither of those two happen a whole lot (sadly).
Players who want to put in that little bit extra find that most corps don't offer this and corps who DO want to do things properly find that most players are zombie-like idiots. If you're one of those players (or CEO's) do not dispair if you can't find the kind of people you're looking for right away, they're out there... somewhere.
