currently:

amarr - -1.96 [diplomacy raised from -4.24]
gallente - -1.24 [diplomacy raised from -3.38]
caldari - -0.33 [diplomacy raised from -2.30]
my main goal is to try and keep an even faction standing amongst all the empire factions, but as you can see im close on 2 factions on not being able to access any missions. I turn down all faction missions as a rule. and recently ive been running some lvl 5's with my corp for caldari for all the loot and tags and its really killing my faction standings with gallente. my goal right now is to run some amarr faction to save that and also run some gallente.
is it better to run all lvl 2's (all factions) at the same time and move up a level between all factions at the same time? or am i missing a skill that would help me with equaling my standings?

I would personally run missions for Caldari and Amarr while rejecting all faction missions, and then run missions for Sisters of Eve to help boost your Min/Gal standings. But you have a long road ahead of you.

One of the best ways to gain faction is to run storyline missions (especially ones where you don't shoot the other faction, like bring me a shubbery! (or omber, whatever)). From story line missions you gain more faction than you lose..
So it might be worthwhile to run some amarr missions (since beyond -2 you can't run missions for them) and get a story line. When you complete it (after 10mins or so possibly) look at the "transactions" on your factions and see how the standings have been adjusted. If this is how you want to do it, you might want to pursue lower level missions to get storylines as they pop up after 16 missions (of the same level). Also remember caldari are allied with amarr so if you dip too low you can do caldari missions and it will, slowly, raise your amarr standings as well.
Another way to go about it is with the cosmos missions. There is a lot of info about them on the wiki. They are one shot (no repeating them) but can get you a decent amount of standings.
