I'm a pirate. I want lots of bounties. 1- I jumpclone in a no implant clone. Might be easy. 2- **** of 40 guys until I got good bounty. 3- Then I autodestruct or use a 2nd account.

Bounties are not here to nerf or prevent pirates, they are suposed to punish guys. This will work the same as before. Over-abused.
Pirate won't use +4/snakesets... Well, great punishement. Fetchez la vache !

Bounties are not here to nerf or prevent pirates, they are suposed to punish guys. This will work the same as before. Over-abused.

Let's call "the carebear" the guy that put the bounty, "the criminal" the guy with the bounty on his head and the "bountyhunter" the guy that chase bounties.
There is no bountyhunter in Eve because the criminal = the bountyhunter in the current system or in yours.
In mine, if the criminal want to be the bountyhunter, it will cost him a ship. So The carebear <> The criminal <> The bountyhunter.

there is no Bounty hunter in the current gameplay, as anyone can claim bounties, anywhere, anytime. in your system, the "carebear" can simply void the insurance of a SHIP TYPE flown by the "pirate".
that's a gamebreaking "feature" to me, where a carebear can put bounties for each type of ships the pirate in flying.
oh and, ofc, there is corporation insurance. -----------------------------------------

I was thinking about only the shiptype the pirate was flying when the carebear had the killrights.
I don't know how the corporation insurance work. It still a financial negative effect to the criminals or his affiliates.
I am not saying my solution is perfect and there is no other. I like it but any other "bounty = negative financial effect to the criminal" would work.
This way, the carebear, by putting bounties < at the financial loss would be sure an unrelated third party would pod the criminal.
