As far as I know, the Mining Foreman Mindlink is only available as a reward for doing the Level 4 storyline mission "Shipyard Theft", and then it's random which mindlink you get. |

Yes. I have run a zillion quadtrillion gabillion lvl 4's with their storyline and, coincidently only just received the item in the OP for the first time.
I have done many things in Eve...and this was the first non-crap item I have ever gotten/found*
So, don't exepct to find one of these things even if you mission every day for a year,

The main reason was down to the large increase in the number of level 4 storyline missions - a lot more possible missions mean Shipyard Theft comes up less often therefore less mindlinks (of any sort) dropping. All mindlinks have increased in price because of this. |

I asked a serious question. What leads you to believe they do not drop from certain drug sites anymore, like they used to? I've received a handful of mindlinks from them, however I stopped running them when we left Cloud Ring, which was about a year ago. |

Well. The first link is a blog post that mentions they added storyline missions. The second is a fansite where the only mention of implants is in the same paragraph with future features including avatar based combat in stations, which is what, at least a year away?
I am convinced now. This irrefutable proof that CCP has removed these items from some nearly forgotten and outdated plexes in drug constellations is clear to me. Truly you are a font of information and a paragon of veracity.

This - I almost always only get a trade or courier storyline mission now. It's terrible. Storylines could be a lot better. |

These seem to be much more rare these days. I just got lucky the day before yesterday and got the l4 storyline with it as the reward. I was shocked to see then how much it was worth, and even more shocked when I sold it for 960 million in less than a day. |

At some point soon CCP will tinker with the drop-rate in the mission to increase supply to the market. It's a bit wrong that that impant fetches so much.
I got that implant as a mission reward this time last year and was pretty chuffed at the time to sell it for 250million in Jita... but 960million now?? That's just crazy. |
