I'd switch the SB to T2 MWD - the ability to get back at gates quickly and stay better at suitable range are extremely useful. If you want a heavy neut, the best named version fits if you switch two MPs to DHPs - the range and damage loss isn't too great, IMO. You will also need to use either best named DC or disruptor (or use a CPU implant).
Best named RR fits with full MPs if you have either 5% implant or switch both disruptor and DC to best named.
Consider also type C faction ANPs, they aren't too expensive.
Also, faction X-Rays would let you do nice damage with good tracking out to disruptor range, so they might be worth considering. Whether carrying them is worth it depends on how often you die.

I would fit a heavy cap injector, with a med you will strugle to RR/neut and shoot even if you dont get neuted.
